Covid 19 Safety Plan Policy

Introduction
WA Government has implemented a staged lifting of COVID-19 restrictions based on the advice of the Australian Health Protection Principal Committee (AHPPC) and the WA Department of Health.
The purpose of this document is to outline the conditions on the operation of St Cuthbert’s Church and St Cuthbert’s Parish Centre in Darlington, WA.
An organisation that controls or operates a venue that was required to close under directions made under the Emergency Management Act is required to complete a COVID Safety Plan and display a certificate before reopening.
The Anglican Parish of Darlington-Bellevue will control two venues for the duration of this plan.
This plan will be amended from time to time in response to government advice and reviews conducted by the Monitoring Group.
St Cuthbert’s Church will be used for the conduct of religious services. The primary service will be on Sunday mornings at 9.00am. Once a month, worship in the style of Taizé takes place. From time to time, funerals and weddings will be conducted.
St Cuthbert’s Parish Centre will be used for small community meetings. This includes Feldenkrais classes (10 participants), toddler and parent music classes (12 participants), Women’s Group meeting (8 participants) and Quilting Group (20+ participants)
GENERAL PLANNING
Cleaning Plan
Both venues are cleaned regularly by contract and/or volunteer cleaners.
Monitoring Plan
The Rector will convene a Covid 19 Monitoring group. It will meet regularly to review and make necessary changes to this plan. The Monitoring Group consists of Jill Mackenzie, Sue Young and Chris Bedding.
Signage
Signage will be erected around both venues as recommended by state government guidelines.
The Covid Safety Plan Certificate will be displayed prominently in both venues.
Outbreak Plan
If a Host or the Rector reasonably suspects that a guest has the virus or has been exposed, they will follow the procedures outlined by Safe Work Australia (see below). They will call the Health Department hotline on 08 6373 2222 and follow the advice given.
At the earliest opportunity, the site will be closed and all onsite activities suspended. Rope and warning signs are to be erected to deter people from entering the site.
If not onsite, the Rector is to be advised at the earliest opportunity. If the Rector is unavailable, the Council Secretary is to be contacted.
The Rector or Council Secretary will advise Diocesan leadership.
Outbreak Kit
The Outbreak Kit is located in the kitchen inside the Parish Centre in a clearly marked container.
The Outbreak kit includes":
Fifty face masks
Two lengths of rope with attached warning signs
Warning signs for doors and a packet of ‘blu tac’
Fresh cloths and spray cleaning bottles
Recovery Plan
Following any outbreak and acting on the advice of health authorities, the Wardens will provide for appropriate cleaning of the venues.
The Archbishop will ensure that appropriate pastoral care is provided to the parish.
The Covid 19 Monitoring Group will meet and review all relevant information prior to the recommencement of any services or activities.

Rector
The role of Rector is defined by the Parish Governance Statute. The Rector is The Reverend Chris Bedding (Father Chris).
Host
Host is the term used to designate the Covid Safe Responsible Person for each service. The Rector will appoint Hosts in consultation with the Parish Council.
The Host is responsible for compliance with this plan and is responsible to the Rector. Hosts are required to complete online Infection Control Training.
Guests
A guest is any person who attends a service, other than the Rector and Host.
Tangible Items
Hand-held items will be cleaned after each usage, or not used for 5 days following each usage. This includes hymn books, cushions and toys.
Duties of a Host
Hosts must complete the online course ‘Covid 19 Infection Control Training’ prior to commencing their duties. Hosts will be inducted into their duties by the Rector or designate.
Hosts will fulfil the duties outlined in the green form. These duties primarily relate to ensuring physical distancing, hygiene and record-keeping.

Clean cloths (Green for Church)
Cleaning spray
Gloves
A copy of this Safety Plan
When not in use, the Church Host Kit will be located on the rear pew inside the church building.
Hygiene Expectations for the Presider
The Presider will wash hands thoroughly prior to any service. The Presider will sanitise hands prior to entry of the building and prior to handling vessels and elements for communion.
Physical Distancing
All people on site are to ensure physical distancing of 1.5m at all times, to the greatest extent possible. Handshakes, hugs, kisses and other physical forms of greeting are discouraged. Members of the same household are encouraged to physically distance as much as possible to help preserve the culture of physically distancing. No more than two people may sit in each pew, and people are encouraged to sit in a ‘chessboard’ arrangement to assist with distancing.
No contact games are to be played on site (e.g wrestling, ‘hide and seek’ etc.)
Socialising
Following a service, guests may choose to socialise in the grounds. This is not a formal activity of the parish, and the parish will not be providing facilities for food and drink. Physical distancing rules must be observed, except for members of the same household.
Collection of Money
Electronic giving is encouraged. There will be a container available in which to place cash giving.
Cleaning
When all guests have left the building, the Host will clean all surfaces with supplied spray bottle and a fresh cloth. Green cloths are used for the church and orange cloths for the toilets.
Dirty cloths will be placed in a designated container.

When not in use, the Parish Centre Host Kit will be located in the kitchen. Orange cleaning cloths and products for the bathrooms are located in the bathroom cupboard below the sink.

Food Handling
The kitchen in the St Cuthbert’s Parish Centre will be open from Sunday 19 July.
It is important to reduce the infection risk for both COVID19 and other illnesses (such as cold, flu, gastroenteritis etc.). In the past, there has been a relaxed approach to food handling, similar to what might occur at a family function. The pandemic has made it clear that our approach to food handling needs to change.
From Sunday 19 July the following requirements will be in place.
Kitchen Workers
No more than two people are to be in the kitchen at any time. These two people will be referred to as ‘kitchen workers’. Kitchen workers must wash hands thoroughly with warm water and soap on arrival, sanitise regularly, and wear gloves when preparing and serving food. During notices, it will be emphasised that only kitchen workers will be wearing gloves, and that people without gloves are not allowed into the kitchen. Kitchen workers may need to remind other people not to enter the kitchen. It is recommended that the kitchen door be closed to assist with this process.Beverages
Any beverage that is served must be made by the kitchen workers and passed directly to the recipient. This includes tea, coffee and cold water. Recipients will line up at the kitchen bench, request their beverage (e.g white tea with one sugar). The kitchen worker will make the beverage and pass it to the recipient. Please see picture above for a suggested layout to expedite service.Food
Food is to be laid out in single spaced servings. For example, cake should be served in single slices on a platter, with a gap between each slice to limit the risk of parishioners touching more than one piece. Bowls of chips, crackers and dips should be avoided. Hot food should be served on trays or platters, spaced appropriately.Cleaning
Kitchen workers will place a tray or container on the table for parishioners to place their mugs. The kitchen workers will collect used items for washing. Once all items are put away, hard surfaces in the kitchen and parish centre are to be wiped down with disinfectant spray and a BLUE cloth.
